Динаміка розвитку, проблеми та перспективи дитячих закладів оздоровлення і відпочинку в Україні

Abstract

Досліджено динаміку дитячого оздоровлення і дитячих закладів оздоровлення та відпочинку в сучасних українських умовах; окреслено проблеми, що стоять на шляху їх успішного розвитку та функціонування. Показано, що за період із 2014 по 2019 рік кількість дитячих закладів оздоровлення та відпочинку, що працювали влітку в Україні, зменшилася на 37%, кількість місць у них зменшилася на 22,3%, а кількість дітей, які перебували в дитячих закладах, на 32,6%.The article examines the dynamics of children's health and children's health and recreation facilities in the modern conditions of Ukraine, and outlines the problems that stand in the way of their successful development and operation. It is shown that the period from 2014 to 2019, the number of children's health and recreation facilities that worked in the summer in Ukraine as a whole decreased from 37%, the number of places decreased by 22,3%, and the number of children in children's institutions by 32,6%. For the successful development of children's health and recreation in Ukraine, attention should be paid to creating an affordable and efficient market for these services; preservation and development of the network of institutions; ensuring the training of relevant personnel; conducting research and implementation of innovative programs; creation of mechanisms of targeted financial support of institutions; development and approval of state social standards of health and recreation. The market for children's recreation and tourism in Ukraine is currently not regulated. The shortcomings in the organization of successful development of children's rehabilitation in Ukraine are the lack of bylaws that do not allow to implement the provisions of the laws; the absence of a single central executive body responsible for the rehabilitation and recreation of children; lack of complete information about all institutions; rising prices for services; wear and tear of the material and technical base of institutions; lack of a mechanism for the state to provide financial support and benefits to enterprises and organizations that maintain children's health facilities on their balance sheets.
