Оптимізація процесу прийняття управлінських рішень в органах місцевого самоврядування

Abstract

Метою дослідження є розробити рекомендації та методику підвищення ефективності процесу прийняття управлінських рішень в органах місцевого самоврядування, що дозволить забезпечити швидке реагування на потреби громади, підвищити прозорість та якість управлінських рішень, а також посилити взаємодію з громадськістю. Об'єктом дослідження є процес прийняття управлінських рішень в органах місцевого самоврядування. Предмет дослідження - методи, інструменти та технології оптимізації процесу прийняття управлінських рішень в умовах децентралізації та цифровізації управління на місцевому рівні. Наукова новизна дослідження полягає в розробці нових методичних підходів до оптимізації процесу прийняття управлінських рішень в органах місцевого самоврядування, а також обґрунтовано необхідність інтеграції підходів до участі громадськості в процесі прийняття рішень і виявлено ключові чинники впливу на процес прийняття рішень в умовах децентралізації та євроінтеграції. В даному дослідженні було проаналізовано теоретико-методологічні засади процесу прийняття управлінських рішень в органах місцевого самоврядування, а саме сутність поняття, основні фактори, які впливають на процес прийняття рішень і сучасні моделі. Також розглянуто сучасний стан процесу прийняття рішень на прикладі конкретного органу місцевого самоврядування і окреслені основні проблеми та перешкоди, які впливають на ефективність прийняття управлінських рішень. На основі розглянутих методів та підходів до оптимізації процесу виконання рішень встановлені основні інструменти цифрових технологій для покращення процесу прийняття управлінських рішень, а також вдосконалення комунікації між владою та громадою. Встановлено, що для оцінки ефективності управлінських рішень можна використати системний підхід, який включає аналіз кількісних і якісних показників, а також врахування специфіки органу місцевого самоврядування і нами побудований послідовний алгоритмThe purpose of the study is to develop recommendations and methods for increasing the efficiency of the process of making managerial decisions in local government bodies, which will allow for a rapid response to the needs of the community, increase the transparency and quality of managerial decisions, and strengthen interaction with the public. The object of the study is the process of making managerial decisions in local government bodies. The subject of the study is methods, tools and technologies for optimizing the process of making managerial decisions in the context of decentralization and digitalization of management at the local level. The scientific novelty of the study lies in the development of new methodological approaches to optimizing the process of making managerial decisions in local governments, as well as the justification of the need to integrate approaches to public participation in the decision-making process and the identification of key factors influencing the decision-making process in the context of decentralization and European integration. This study analyzed the theoretical and methodological foundations of the process of making managerial decisions in local government bodies, namely the essence of the concept, the main factors that influence the decision-making process and modern models. The current state of the decision-making process was also considered using the example of a specific local government body and the main problems and obstacles that affect the effectiveness of making managerial decisions were outlined. Based on the considered methods and approaches to optimizing the decision-making process, the main tools of digital technologies were established to improve the process of making managerial decisions, as well as improve communication between the authorities and the community. It was established that a systematic approach can be used to assess the effectiveness of managerial decisions, which includes the analysis of quantitative and qualitative indicators, as well as taking into account the specifics of the local government body and a sequential algorithm we have built.
